The different legal metrology bodies provide guidelines for the selection and correct use of weighing equipment.
The International Organization of Legal Metrology (OIML) provides recommendations in the document OIML R 76-1. The National Institute of Standards and Technology (NIST) put forward technical requirements in Handbook 44 (H-44). Equipment intended for commercial use will undergo National Type Evaluation Program (NTEP) certification issued by the National Conference of Weights and Measures (NCWM). This means the product was tested to meet NIST H-44 requirements.
These legal regulations provide clear rules for selecting and operating balances or scales to ensure accurate measurement results. This includes the definition of scale values that can be used in commercial transactions (ie: "e" values, which are different from readable scale values, ie: "d" values).
	                                                                               
Additionally, the performance of the balance or scale needs to be constantly monitored to ensure consistently accurate results. Annual service by authorized service technicians is not enough. Balances or scales are susceptible to environmental conditions such as drafts, temperature changes and vibrations. A business cannot allow a mere annual maintenance to ensure that the balance or scale is working accurately and that its performance has not changed or degraded.

The frequency of testing depends on the required weighing accuracy. The environment in which the scale is installed also has an impact on the frequency with which the scale is tested.
